Senior Accountant
JOB SUMMARY:
The Senior Accountant performs advanced accounting and fiscal analysis activities, oversees complex reconciliations and financial reporting, assists with budget development and monitoring, and serves as a lead resource for fiscal staff. This position ensures compliance with federal, state, local, and contractual requirements and provides guidance and technical support to Accountants and program staff. The Senior Accountant may serve as the fiscal team lead, depending on the organizational structure.
ESSENTIAL FUNCTIONS:
- Prepares, reviews, and approves complex accounting entries and reconciliations.
- Leads monthly, quarterly, and annual financial closing activities.
- Monitors contract expenditures and assists in the development and maintenance of spending plans and budget forecasts.
- Reviews financial transactions for accuracy, completeness, and compliance with applicable regulations and contractual requirements.
- Assists with the preparation of financial reports, budget reports, grant reports, and supporting documentation.
- Serves as a lead resource for Accountants by providing training, guidance, and technical assistance.
- Assists in developing, implementing, and monitoring internal controls and accounting procedures.
- Collaborate with cross-functional departments such as Operations and Human Resources to address fiscal matters.
- Coordinates and prepares documentation for audits, monitoring reviews, and fiscal assessments.
- Researches accounting issues and recommends process improvements to increase efficiency and strengthen compliance.
- Assists management with budget development, budget amendments, and expenditure projections.
- Reviews accounts payable, accounts receivable, payroll allocations, and other fiscal activities as assigned.
- Serves as the primary fiscal contact for assigned programs, contracts, or locations.
- Performs other related duties as assigned.
KNOWLEDGE / SKILLS / ABILITIES:
- Knowledge of budget control methods, fiscal policies and procedures, and applicable federal, state, and local laws and regulations pertaining to Workforce Solutions contracts.
- Knowledge of Generally Accepted Accounting Principles (GAAP) and Financial Manual for Grants and Contracts (FMGC).
- Knowledge of governmental and grant accounting principles.
- Advanced analytical, problem-solving, and critical thinking skills.
- Strong organizational skills and attention to detail.
- Ability to interpret laws, regulations, policies, and accounting standards.
- Ability to develop and implement accounting procedures and internal controls.
- Proficiency in accounting software, spreadsheets, and financial reporting systems.
- Strong verbal and written communication skills.
- Ability to train, mentor, and provide technical guidance to fiscal staff.
- Ability to establish and maintain effective working relationships with management, coworkers, funding agencies, auditors, and the public.
EDUCATION AND EXPERIENCE:
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field required.
- Five (5) to seven (7) years of progressively responsible accounting experience, preferably in governmental, nonprofit, grant-funded, or workforce development environments.
- Additional relevant experience may be considered in lieu of required education.
- Experience preparing financial reports, reconciliations, and budget analyses required.
- Experience with MIP Fund Accounting Software preferred.
- Certified Public Accountant (CPA) credential or progress toward CPA preferred.
- Valid driver’s license and proof of insurance with a good driving record.
- Bilingual in English and Spanish preferred.
PHYSICAL DEMANDS AND WORKING CONDITIONS:
Physical requirements include lifting up to 10 pounds occasionally. Subject to standing, sitting, bending, and walking to perform the job scope. Requires visual acuity, speech, and hearing. Working conditions are primarily in an office environment. Frequent driving and travel may be required. Flexible hours may be required.
